Motivated by the problem of spectrum scarcity, we consider multi-user cognitive interference networks and characterize their information theoretic limits of communication. More precisely, we characterize the transmitters' simultaneous rates and throughput at which reliable communication is guaranteed. We make progress by finding the optimal power control policy when a cognitive user is sharing the spectrum with a licensed transmitter. Cooperation in millimeter wave networks is further considered and we make progress by characterizing the coverage probability for a network with base station cooperation. The coverage probabilities derived account for blockage, interference and di fferent fading distributions
