Weibel's Conjecture for Twisted Algebraic $K$-theory

We prove Weibel's conjecture for twisted algebraic $K$-theory. This establishes the vanishing of twisted $K$-groups below the negative dimension of the scheme. The main theorem is more general and we describe counter-examples to related vanishing statements.
